Competency 8 - Promoting quality and outcome improvements through clinical and provider innovation
This Competency recognises that PCTs must be the drivers of a continually improving NHS. They must seek out innovation, knowledge and best practice, and apply the learning locally to improve the quality and outcomes of commissioned services. In partnership with local clinicians, PBCs, and providers, PCTs will need to specify required quality and outcomes, facilitating supplier and contractor innovation that delivers at best value.
Through open and effective commissioning and decommissioning decisions, PCTs must transform clinical and service configuration, meeting local needs and securing world class improvements in outcomes and quality.

COLLECTION OF QUALITY AND OUTCOME INFORMATION
From an information standpoint, this Competency requires that PCTs track the results of a care pathway redesign and report on its impact. Creation of a comprehensive patient centric data warehouse (as outlined in Competency 4, along with information of patients who are impacted by a care pathway redesign, will help the PCT track the results of the redesign and report on it.
At a minimum, the PCT will have identified quality and outcome metrics to monitor, and will have regular monitoring and reporting arrangements in place with major providers.
To reach Level 4, the PCT will have developed strategies for monitoring the impacts of specific initiatives, and will actively seek out clinical evidence for comparison with international best practice.
