Competency 10 - Managing systems and working with providers to ensure contract compliance, continuous quality improvement and value for money

Commissioners will need to manage their relationships and contracts with providers in order to ensure that they deliver the highest possible quality of service and value for money. This will involve working closely with providers to sustain and improve provision, engaging in constructive performance discussions to ensure continuous improvement. Commissioners will need to ensure that their providers understand and promote the values of the NHS.

USE OF PERFORMANCE INFORMATION

Successful performance in this Competency requires the PCT to keep track of the provider performance against established contracts. Humana has an application called Settlement & Invoice Validation Engine (SIVE) that is capable of taking SUS data as input and validating the data against a set of well established business rules and local contracting terms. Activity that does not meet the rule criteria are automatically routed to PCT employees for further investigation by using a workflow system. Employees can view this data online and decide whether they want to accept or challenge the activity. SIVE also has a set of reports that the PCTs can use to performance manage providers. Kingston PCT is piloting this system.

At a minimum, this requires the PCT to regularly collect and use data to monitor provider performance, and to share that data with providers on request. To reach Level 4, the PCT must obtain real time feedback from users on services; maintain a ‘live’ dashboard of information on key performance indicators; share performance information with the public and use data proactively with providers to drive improvement.
